​Develop a comprehensive sidewalk plan

Devel­op a com­pre­hen­sive side­walk plan, which includes iden­ti­fi­ca­tion of pri­or­i­ty areas for new side­walk con­struc­tion and reha­bil­i­ta­tion of exist­ing sid­walks. Focus should be placed on com­mer­cial areas and out­ly­ing neighborhoods.
